  • 10 Nov 2010 in National Assembly: Madam Temporary Deputy Speaker, this is a very important Motion and I wish to support it from the start. However, because of the limited time that I have, I want to straightaway move the amendment. I beg hon. Members to support it. Madam Temporary Deputy Speaker, Sir, I beg to move that the Motion be amended as follows:- By inserting the words “environment displacement, tribal clashes and banditry activities” after the words “2007/2008” appearing in the second line. Madam Temporary Deputy Speaker, the issue of IDPs is very sensitive. I know we were badly hit in 2007/2008. We strongly condemn ... view
  • 10 Nov 2010 in National Assembly: Mr. Speaker, Sir, I wish to seek two clarifications from the Prime Minister. One, I think the Government has been finding a lot of comfort in the growth of the Gross Domestic Product (GDP) at about 5 per cent. The export as a percentage of the GDP has declined from 40 per cent to 26 per cent over a period of time. This is such a large drop and it frightens. No country can grow without exports. What is the Government doing to ensure that the exports are increased to a level that can sustain the continued growth of this ... view
  • 10 Nov 2010 in National Assembly: Mr. Speaker, Sir, I want, from the outset, to thank you for allowing this Motion to be debated due to the significance of this matter. I also want to, in the same vein, thank the Members of Parliament who have been very keen on this matter since we brought it to their attention this morning, and for the overwhelming support that view
  • 4 Nov 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I fully agree with your ruling on the Nation Media Group with regard to the breach of the Standing Order. Would I be in order to ask the Office of the Speaker, when it accredits journalists to this House in future, to spell out the rules clearly? They should sign that they have read and understood them so that no one takes advantage of the weakness in the system? view
  • 1 Sep 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Have you realized that hon. Ms. Ndeti has put forward a frivolous point of order which is out of order? view
  • 1 Sep 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This question does not deviate at all. It is a question of equity. It says 30 per cent of the boreholes have been sunk in one region. This is a very valid question; it is not out of the way completely. view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, water is life! Globally, water is a scarce resource. In this instance, if found guilty on these accusations, this is a matter of near genocide! It is a matter which can even attract the attention of the International Criminal Court (ICC). It is in this light--- view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, in these circumstances, because this matter is of great national importance, and given the national values and issue of leadership and integrity as enshrined in the current Constitution, I think the House, with your permission, needs to be given directions within a specific timeframe for this matter to be taken up along the lines hon. Mungatana has stated. view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to put the record right. I am an experienced hon. Member of this House. I said: “If proven, it is near genocide”. So, I am afraid that there is nothing for me to withdraw. You can check the HANSARD. view
  • 31 Aug 2010 in National Assembly: Mr. Speaker, Sir, there is crisis at the airport. I must state here that some people pass through Jomo Kenyatta International Airport (JKIA) to just do shopping. They leave money in this country. So, it must be noted that those shops are very important. My question is: Now that they have put this country into a crisis of this nature, how can the Minister fast-track the construction of the additional units they are going to put up? view
