Mr. Temporary Deputy Speaker, Sir, it is not related to my constituency. I am just giving an example. It is about vehicles and the way they are breaking down. Is the Assistant Minister aware that these vehicles are not suitable for that area because even in my own constituency, a vehicle has broken down and has been towed to Nairobi? I am also aware that in many other constituencies, those vehicles have broken down because of manufacturerâs defects and unsuitability for that terrain. If he is not aware, let him investigate that matter.

On a point of order, Mr. Speaker, Sir. The Government has had problems in the implementation of projects. There is one very clear case of this ceiling of Kshs500,000. The Ministry of Public Works was not involved in this. The Office of the Deputy Prime Minister and Ministry of Finance and the Constituencies Development Fund Board are not competent to issue that kind of directive without involving the Ministry of Public Works. Will I be in order to ask the Assistant Minister to go and have another meeting with the Ministry of Public Works so that he can report to ...

Mr. Speaker, Sir, I beg to second because you will realize that most of these game reserves and other sanctuaries are within the pastoral areas and the pastoralists lost their grazing lands. Because they lost that, one way to promote or compensate for that loss is to ensure that the counties are the ones who manage this on behalf of the communities and it is a very costly thing to this society. In addition, we must promote conservation that involves the communities around there. Once they own and benefit from it, I think it is one of the best things ...

not uniform in so many ways, for example, in terms of geographical features, population distribution across the country, the height above the sea level and so many other aspects. It is, therefore, not prudent to apply the formula of population across the board. It may not be sufficient, as has been proposed in the Draft Constitution, because it does not adequately cover the sparsely populated areas. Mr. Speaker, Sir, world over, provisions have been made for minorities. Provisions have also been made---

Thank you, Mr. Speaker, Sir. This amendment was for the purpose of coherence, if my earlier amendment was to go through. Since that one did not see the light of day, I beg to withdraw.

Mr. Speaker, Sir, this problem is not unique to Turkana Central. It is very common in most parts of this country. I am particularly perturbed by the situation of staffing in the rest of the country, including my own constituency, where half of the classrooms have no teachers. What is the Ministry actually doing to ensure that we have enough teachers in classrooms because the problem is soon going to explode? This is a very serious problem.
