  • 25 Mar 2010 in National Assembly: asked the Minister for Medical Services:- (a) when the Ministry will construct a surgical theatre at Garba – Tulla District Hospital; and, (b) when he will also repair the only ambulance at the hospital, which is in a state of disrepair. view
  • 25 Mar 2010 in National Assembly: Mr. Speaker, Sir, I want to thank the Minister for the first part of the answer for having a plan to construct a surgical theatre during 2010/2011 Financial Year. I am not happy with the answer given on part “b” of the Question. Could he tell the House the estimated cost of the theatre? view
  • 25 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I deliberately asked this question of the cost. In 2008, I asked the same Question and the Minister indicated that they were considering constructing a theatre. He wrote to me in person and assured me that was to be done. You can see he is now avoiding answering my question. If, indeed, he has planned for the theatre and the estimates must have already been forwarded to the Ministry, why is he not able to tell me the estimated cost? Is he in order? view
  • 25 Mar 2010 in National Assembly: Thank you, Mr. Speaker, Sir. This Minister is a friend of mine and he was also my lecturer. He is just about to lose that friendship because of the casual manner in which he has handled this Question. I am saying that because the Minister has said that, that ambulance was given to Garba-Tulla in 2005. That is five years ago. I have handled that issue before. After four years, you replace those vehicles. The vehicle in that area travels over 200 kilometers every other day! That is why I am saying that he is very casual in the manner ... view
  • 24 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Part “b” of the Question is very clear. It states: “What are the physical conditions of the boats and whether the boats are sill performing satisfactorily? The Assistant Minister has admitted to this House that he does not have an updated certificate from the Kenya Maritime Authority to show that these boats are operational. Will I be in order to request you to direct him to go and bring a satisfactory answer to this House without wasting the time of this House? view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, while appreciating the Minister’s effort to prioritise construction of a hospital in North Horr, as the hon. Member from that area said, this is an area that needs serious attention. Given the incidents of maternal cases, could he ensure that there are ambulance services available to the people of North Horr since it does not cost Kshs700 million? view
  • 24 Mar 2010 in National Assembly: Thank You Mr. Deputy Speaker, Sir, for giving me this opportunity. view
  • 24 Mar 2010 in National Assembly: I want to join my colleagues in supporting the Draft Constitution that is before the House. From the outset, I want to congratulate this House and those who crafted the Constitution of Kenya Review Act, 2008 because of the way it has laid out all the steps in a proper manner, to ensure that we realise the new Constitution which Kenyans have fought for, for a long time. From the outset, the Review Act recognises the Committee of Experts as one of the key organs of the review. In doing that, the Act ensures the independence of the Committee of ... view
  • 24 Mar 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, Article 4 says that the object and purpose of the review of the Constitution is to secure provision therein for promoting the people’s participation in the governance of the country through democratic free and fair elections, devolution and exercise of power. Times have changed! We cannot be doing things the same way we did them in 1963 or before. The total environment has changed. It is time, and I think that is what this Constitution has spelt out, that the matters of devolution, exercise of power and democracy are fully entrenched and internalized by all ... view
  • 24 Mar 2010 in National Assembly: section of the community is completely neglected. You cannot do it through a commission! view
