  • 12 May 2009 in National Assembly: I want to join my colleagues in supporting this Motion, and want to point out a few issues. One, you would not expect to have national cohesion through a law. You cannot integrate a nation through a law. The laws can be there as a deterrent, in case somebody goes against certain norms, but it is only through ensuring that there is justice that you can give your neighbour comfort. It is only then that you and your neighbour can become cohesive. This is the fundamental thing. Mr. Temporary Deputy Speaker, Sir, cohesion can be achieved by ensuring that there ... view
  • 7 May 2009 in National Assembly: Mr. Speaker, Sir, the life and health of every Kenyan is important. There are areas where land is not a problem. For example, in the district where I come from, Garbatula, land is not a problem at all! When the Minister will be allocating his resources, could he give priority to those areas which are vast in terms of land mass and where citizens are not able to access health facilities to the level of a district hospital? view
  • 5 May 2009 in National Assembly: Mr. Speaker, Sir, I just want to make a follow-up on the Question asked by Ms. S. Abdalla, particularly on the block title deeds. The Assistant Minister was not quite clear on when he was going to issue block title deeds to the people of Lamu. He referred only to the Coast. Because of the specific nature of that issue, I will request that the Assistant Minister clarifies when he is going to issue the block title deeds to the people of Lamu. view
  • 30 Apr 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While I may not disagree that Mr. Olago is improperly dressed – in other words, he is properly dressed – I have a problem with the interpretation given by the Attorney-General when he made reference to various professions. As a legal advisor to the Government, that is likely to open the Pandora’s Box because engineers can come here in overalls, helmets, tools and all manner of equipment. So, maybe to that extent, we can get that expunged from the records of the House. view
  • 30 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, I rise on a point of order to request whether this Question could be deferred. This is because the documents that have been laid on the Table by the Minister are voluminous. This is a matter that is extremely important and we need to thoroughly scrutinise these documents to ensure that there was fairplay. Kindly, consider my request so that we can scrutinise these documents properly. view
  • 29 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, thank you for giving me this opportunity to contribute to this Motion. I want to support the President’s Speech which has generally outlined the policy issues that he wants the House to handle. I want to focus on the much talked about reforms in this country. We should ask ourselves why we need reforms in the first place. We need reforms because the world around us is doing its business differently. We cannot afford to use the same old skills, styles and apply outdated laws to run the country today. We are seeing the level of ... view
  • 29 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, I want to relate this issue of reforms to the marginalized area that I represent. There is not a single kilometre of road passing through Isiolo ever since we got Independence. That means that there has not been any change in that sector and yet money has continued to be allocated to that department. If you look at education, where the results are announced every year, the marginalized areas are at the lower bottom and that does not change. We continue to vote money to the Ministry of Education because we want that part of the ... view
  • 23 Apr 2009 in National Assembly: Mr. Speaker, Sir, this House was recalled through the Kenya Gazette. That was sufficient notice for anybody who was interested in the business of the House to consult and then agree on what was required of them. This House was formally opened on 21st April 2009. At that point, in accordance with Standing Order No.18 (2), you required the Leader of Government Business to lay the Speech of the President on the Table, which he did. If anybody, again, was interested in the welfare of Kenyans, then they should have raised an issue at that particular point, but that was ... view
  • 24 Feb 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 24 Feb 2009 in National Assembly: Mr. Speaker, Sir, new districts, in addition to that problem, have a problem of space and physical facilities for district headquarters. What is the Ministry doing to ensure that the new districts are properly facilitated in terms of physical infrastructure? view
