  • 8 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, as usual, Turkanas or the people from northern Kenya do not sit in the DPM. When the scheme of service was prepared, the DPM was completely inconsiderate. They continued to alienate and marginalise the people of Turkana District and other parts of northern Kenya. Can the Assistant Minister use his Ministerial powers to change that scheme of service? The scheme of service is not law. It never came to this House for us to enact. By virtue of putting together the scheme of service, the DPM has discriminated against some Kenyans. So, can he consider the ... view
  • 8 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this 2588 PARLIAMENTARY DEBATES October 8, 2008 opportunity to support this Vote. I want to join my colleagues in congratulating this Ministry in the manner in which it has handled its affairs. Mr. Temporary Deputy Speaker, Sir, I want to commit myself that the officers in this Ministry are accessible and they respond when issues are brought to them at all the levels. I want to ask them to keep on doing so because if they stop, then this country is going to come to a standstill. It is incumbent ... view
  • 7 Oct 2008 in National Assembly: Mr. Speaker, Sir, the period from 2002 to this year is such a long time for any school to fail to submit their books for auditing. This House cannot afford to be treated to very simple answers. I would like to know what action the Assistant Minister has taken against those managers, principals or those responsible for the failure to submit their books for audit. What action has he taken? view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice. (a) Is the Minister aware that Isiolo-Modogashe Road (B9) has been rendered immortorable following the November/December, 2007 rains? (b) What measures will the Minister put in place to make the road motorable? (c) When will that important road be upgraded to bitumen standards? view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I do not have a written answer from the Minister. However--- view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, in the interest of the people of Isiolo South, I wish to continue. Basically, just as the Assistant Minister has treated this House by not giving a written answer, that is the way he has treated Road B9 for the last 45 years of Independence! Neglect! My question is: How much money has the Ministry set aside for that important road? view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for the Kshs44 million that he has set aside. But I want to remind him that Goldenberg cost this country Kshs27 billion and Anglo Leasing cost another Kshs5 billion. Why can the Treasury not finance that road which will cost Kshs8 billion? The Assistant should bring the request here and we shall approve it the same day. view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am the Member for Isiolo South Constituency and not Isiolo North Constituency as it appears on the Order Paper. I beg to ask the Minister for Water and Irrigation the following Question by Private Notice. (a) Is the Minister aware that Uaso Ng'iro North River is drying up for a stretch exceeding 100 kilometres between Malka Daka and Habaswein? (b) Is the Minister aware that the above situation is largely due to illegal abstraction of river water by the large-scale farmers upstream? (c) What measures is the Minister taking to protect the suffering of the ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, as the Minister said, I do not have, of course, a written answer. Mr. Deputy Speaker, Sir, this is a very serious matter. I have a lot of respect for the Minister. This is an issue similar to that of the Mau Forest. The only difference is that Mau Forest involves - in terms of people who are affected - international persons. It is an issue similar to that of River Nile. You know how Egypt has seriously guarded the River Nile. The only difference here is that these people are poor pastoralists who have no ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, while appreciating the fact that the Minister will visit the area personally, I would like her to take into account the issue of land grabbing around the catchment area and deforestration. She should visit Lake Olbolosat, the Liki area, the Nanyuki area and the Homegrown Farm around Nanyuki. These are the areas that are affecting the river. I want her to consider this when she visits the area. When will the Minister visit those areas? view
