Mr. Deputy Speakr, Sir, with regard to the issue of perfomance in schools, I think the Ministry is reponsible for not putting the facilites in place in the first instance to ensure that students from northern Kenya have equal opportunities to face the exams that they sit every year. Mr. Deputy Speaker, Sir, I have had benefit of visiting this area; that is, Loyangalani. I know a number of hon. Members have not visited this area. In view of the health implication, which is very obvious when you go there and talk to anybody, when the people of this area smile, you will see the health implications. Could the Minister now, because they have some money, kindly consider providing a water boozer while these issues are sorted out so that these people can have clean water? It is a health matter.

Mr. Deputy Speaker, Sir, in view of the evidence that has been adduced by Ms. A. Abdalla, would I be in order to request the Chair to defer this Question in order for the Minister to look at that forwarding letter, so that he can check with his office and come back to the House with an appropriate answer? The objective is to serve Kenyans. This is not a religious matter, but rather a matter of serving Kenyans.

Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister of State for Defence regarding an incident that occurred on 4th August, 2008, at Lerasoro area of Samburu East in which two persons were injured by an explosive bomb. One of them later died on the way to hospital. This incident happened as the men were grazing their livestock. You may be aware that there was a Question on this same issue last week. Thank you, Mr. Speaker, Sir. That part of the pastoralists' land is not necessarily vacant. Pastoralists use those areas from time to time, depending on the season. In view of the fact that now, there have been many casualties and the personnel who have been going round detonating the live ammunition have not done an effective job, could the Assistant Minister consider de-gazetting that area for the purpose for which they have been using it, so that those pastoralists, who are my neighbours, could now graze their animals properly instead of encountering such problems?

On a point of order, Mr. Speaker, Sir. This is not a simple matter! I saw a military exercise last year in my constituency and I did not even know it was there, let alone the rest of the members of the public! I respect the Assistant Minister who is my friend. Could he confirm exactly how that exercise is done? Is it announced through the radio? Those barazas have never been held! How sure is he that they are held?

Mr. Speaker, Sir, it is quite clear, although the Minister says he is not aware that, that factory is bound to close and jobs, which the Minister has a responsibility to create, will be lost. I want the Minister to confirm, after conducting investigations, whether the 61 per cent duty is actually being paid or those people are in the category that actually evade duty.

(b) Is he further aware that the situation is due to illegal abstraction of river water by the large scale farmers upstream? (c) What measures is he taking to save the river and end the suffering of the pastoralists downstream Uaso Belt?
