Mr. Speaker, Sir, it seems that this Ministry has been struggling to get money from Treasury for purposes of CDF disbursements. I want to ask the Assistant Minister to tell us what he is doing to ensure that, that money will be with the Ministry of State for Planning, National Development and Vision 2030 so that they can appropriately answer questions without having to go to the Ministry of Finance.

Mr. Speaker, Sir, the Assistant Minister is talking of inaugurating a new DEB in Molo District. There existed a DEB of the larger Nakuru District. Now that this registration has delayed, why does he have to wait until a new Board is constituted sometime at the end of the month? This registration is urgently required!

Mr. Speaker, Sir, I wonder whether this Assistant Minister is serious, particularly on part "b" of the Question where he is saying that they have allocated Kshs68 million - a paltry Kshs68 million - to promote drought-resistant crops in arid and semi-arid areas. Is he 1666 PARLIAMENTARY DEBATES July 8, 2008 serious? A paltry Kshs68 million for a whole 80 per cent of the Republic of Kenya?

Thank you, Mr. Deputy Speaker, Sir. This is a very sensitive matter. It is about food and about the stomach. That is quite sensitive. In view of the contradiction between the Minister and Mr. Ethuro, I would like the Assistant Minister to clarify how much normal relief food has been given to Turkana and how much has gone to the IDPs.

Mr. Deputy Speaker, Sir, we have voted money for police vehicles in this House before, but in most of the police stations, the vehicles are neither serviceable nor are they available for use for security purposes due to lack of fuel. What steps will the Assistant Minister take to ensure that vehicles are available for use, serviceable and properly fuelled, so that whatever investment this country has made can be useful?

Mr. Temporary Deputy Speaker, Sir, while thanking the Assistant Minister for his answer, I would like to say that a lot of times, special inspection reports by inspectors from the Ministry take a lot of time. They are just left to gather dust on the shelves. Could the Assistant Minister undertake to give a special directive, so that the report by the inspectors is submitted to the Ministry within reasonable and specific time, so that appropriate action can be taken to further the course that he intends to take in terms of the suspension?
