  • 26 Jun 2007 in National Assembly: Mr. Speaker, Sir, this is a very disappointing answer, to say the least. It shows cover-up from word go. These people were killed in a Manyatta in town and some of them were working in Garba Tulla School which is less than a kilometre away. The matter has not been concluded even up to now. I must say that the Attorney-General is aware of this issue because I have correspondence from the human rights organisations in the area which have been sent over to him. What measures will he take to ensure that this process is speeded up and the ... view
  • 19 Jun 2007 in National Assembly: Mr. Speaker, Sir, this Question came up last week, but it was deferred because the Attorney-General was still away. As Mr. Lesrima has said, this Question is about peoples' lives. It is very important. I hope that next week, the Attorney-General would be through with his official engagements in Uganda and be able to answer this Question. You can see that the incident dates back to 1999. view
  • 19 Jun 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I want to take this opportunity to make my contribution on the Budget Speech. I want to appreciate the fact that we have seen reports showing growth of the economy, and particularly in the key sectors like agriculture and tourism. However, I must hasten to add that some of the growth that is mentioned is quite substantial, including the manufacturing sector. By any standards, this growth which is reported ought to be reflected and visibly seen on the ground. Unfortunately, the same is not true! Kenyans, everywhere you go and ask them, they will ... view
  • 19 Jun 2007 in National Assembly: Mr. Deputy Speaker, Sir, I come from a pastoral set up and I am totally disappointed that nothing has been mentioned of that economy, other than something they called "disease free zones". Even on that, we have been hearing about it since 2003, when the African Development Bank was expected to fund that project. But nothing has been implemented. Mr. Deputy Speaker, Sir, in fact, on the contrary, we have heard of a fever that has hit those areas and all the livestock has gone! I am surprised. Those are areas that have poverty everywhere. You know the saying: "Poverty ... view
  • 13 Jun 2007 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir. Could the Assistant Minister, perhaps, explain what the cause of this fever or disease is? What preventive measures is the Ministry taking to ensure that this fever is eradicated once and for all, as he knows very well that this is very costly to the pastoralists? view
  • 13 Jun 2007 in National Assembly: asked the Attorney-General:- (a) whether he is aware that the late Guyo Abdi Buke and Somo Kinto Torotora were shot and killed by Kenya Army personnel in Garba-Tulla on 24th July,1999; (b) if he is further aware that Inquest No.21 of 2001 at CMC, Meru, concluded that the Officer Commanding Station (OCS), Garba-Tulla, and several army officers be investigated further; and, (c) what action he has taken to ensure that investigations are carried out and culprits dealt with in accordance with the law. view
  • 13 Jun 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have no objection. If he is out of the country, there is no way I can bring him in here. view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, the role of the Commissioner of Police is very critical in this country as we continue urbanising and with all the insecurity cases being reported in this country. How does the Assistant Minister expect the Commissioner of Police to perform his duties expeditiously when he is not even an AIE holder? In the past, the equipment that has been purchased for the police has been substandard because the Commissioner of Police has no control over it. view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Tourism and Wildlife regarding the wildlife menace in my Isiolo South Constituency. It has gone beyond normal and, particularly, the hyenas that have been harassing pastoralists in my constituency and literally everywhere else. That has been my observation during our short break. Even in trading centres, people cannot sleep because of the hyenas. Mr. Speaker, Sir, I would like to know the following from the Minister:- How many livestock have been affected by the hyenas? How many have been killed or injured? What measures is his ... view
  • 22 May 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. The only pilot we have in this House asked a very simple question, which the Minister, perhaps, did not respond to. Would I be in order to ask the Minister to respond to the question, which was: Why was the SOS signal of the ill-fated aircraft received here in Nairobi, and not in Cameroon? Or, why was it received in Cameroon later, contrary to what the situation should have been? That is what the professional pilot asked. view
