On a point of order, Mr. Deputy Speaker, Sir. When the Minister attempted to answer the question he, in his own words, admitted that the nature of the Ministerial Statement required a multi-disciplinary approach. In his own words, he admitted that he will not effectively do justice to that question? Because we have to be accountable for our time, would I therefore be in order to ask that this Question be referred to the Prime Minister, who is the co-ordinator and supervisor of all the Government Ministries, so that he can do justice to that Question?

Thank you, Mr. Speaker, Sir. I stand to support the Motion in the interest of this country. As we proceed, a lot is expected of the Members of the negotiating team, because this Bill is their product, to explain in detail to the House a lot of issues which are quite unclear. Negotiation is normally a protracted and complicated exercise. What matters, and perhaps what hon. Members need to know, is the spirit in which the Accord has been reached. Mr. Speaker, Sir, I beg to support this Motion. Granted that the House Business Committee is the one that sets the agenda for this House--- Mr. Speaker, Sir, revious Parliaments have been accused of not doing enough for this country. It is expected that the new House Business Committee, which is now in the process of being put in place, will meticulously handle the issue of House business with a view to ensuring that this House is going to be productive to the satisfaction of Kenyans.

It is very critical that this Ministry is left alone by politicians, so that it appoints professionals. On a point of order, Mr. Deputy Speaker, Sir. This is a very important Question. I am happy the Vice-President has tried to answer it. However, Questions in the House must be taken very seriously. This is a very serious omission. I think whoever is responsible should be reprimanded accordingly because we are talking of an attachment which is not there.
