Could the Assistant Minister reconsider and review the entire scheme, so that Kenyans with good leadership skills are able to compete for these positions, not necessarily because they have good grades in English or Kiswahli? That is because motorcycles have a huge effect on low income earners in this country. We have, as a country, to take the aspect of industrialisation very seriously. But the Assistant Minister has been very casual. My question is: What specific measures has his Ministry taken, in view of the fact that, that industry is very important, to encourage the assembly of motorcycles in this country? view

If we dwell on those generalities, we may not go far. That sector is very important and is predominant in western Kenya. I want the Assistant Minister to hear me out! Even where the Government has had the resources, there has been a serious mismatch particularly in the arid and semi-arid areas where more resources are allocated to agriculture; that is, personnel and finances as opposed to the livestock sector which is predominant in that economy.
