Mr. Speaker, Sir, while thanking the Minister for his Statement, I wanted to get a clarification. Given that the people affected are from the marginal areas and that the children are going back to school right now; and while he is trying to introduce a policy on livestock insurance, what is he doing to ensure that parents are able to take their kids back to school? Their only source of livelihood has been interfered with. They are not able to sell their livestock in the market. I also want the Minister to clarify, given the capacity of Kenya Veterinary Vaccines ...

Mr. Deputy Speaker, Sir, I wish to support this Motion and, perhaps, agree with most of the Members who have spoken before me that, certainly, CDF was a revolution in terms of addressing community needs. This is a classic example, obviously, of how decentralisation can bring development within a very short time. Kenya, at Independence, was at the same level with some of the newly industrialised countries in South East Asia, but now we are far apart simply because of the development path that we took. We did all the wrong things while they did all the right things. Whether ...

Mr. Deputy Speaker, Sir, although there is need to rationalise district boundaries, so that some constituencies do not fall into more than one district, I think the whole idea of districts, particularly in the vast Arid and Semi-Arid Lands (ASALs), areas areas, is very appropriate and I want to support this proposal. Is the Ministry doing anything in the Supplementary Estimates to ensure that these new districts are catered for financially?

Mr. Deputy Speaker, Sir, roads being a very important element of infrastructure, they are a catalyst to development. Many provinces and regions of this country do not have a kilometre of tarmac road. You know very well that this country is one of the countries with a high level of unequal distribution of resources in the world. We have earned that bad name. What plans has the Ministry put in place to ensure that those areas which have not had a kilometre of tarmac road since Independence will be provided with budgetary provisions to ensure that we have tarmac roads ...

Thank you, Mr. Temporary Deputy Speaker, Sir. I want, from the outset, to thank hon. Ethuro and Members of that Committee for giving us a very, very detailed and well- thought- out Report. Mr. Temporary Deputy Speaker, Sir, it is quite clear that, that Committee did a better job than, perhaps, all the previous Committees. Leadership is first bestowed on us here. We must take it very, very seriously. We have been entrusted with public funds. We have been entrusted with the role of being the watchdog of public funds. As a House, we must do that job effectively. Mr. ...

Madam Temporary Deputy Speaker, it is high time we adopted that kind of spirit in the public service, otherwise we are playing around with the minds of Kenyans on the issue of performance contracting; all those jargons and the medals that we brought in here mean nothing. You know that Kenyans are heavily taxed. That is why they are living below the poverty line; they cannot afford essential commodities due to the taxes that have been imposed on them. If those taxes are not used properly, then we have no moral authority to continue approving taxation measures in this country. ...

Mr. Deputy Speaker, Sir, I want to thank hon. C. Kilonzo, who is the Mover of this Motion, for bringing it because of the importance of this subject. Environment is very key particularly at this time in the world because a lot of things that human beings have been doing have been interfering with the ecosystem and threatening the continued existence of human beings. One of the challenges of the 21st Century is to ensure sustained development. In that agenda, the environment plays a very significant role. It is, therefore, incumbent upon us to move with speed and ensure that ...

Madam Temporary Deputy Speaker, I want the Minister to clarify what kind of credit arrangement there is between the water companies and the KPLC. This is because I believe that the customers of KPLC must help the water companies to operate reasonably. What kind of credit arrangements are there? Could the Minister clarify that?

On a point of order, Mr. Deputy Speaker, Sir. In view of the ruling you have just made and the point raised by the hon. Member, would I be in order, given that this matter is of national importance to this country, to request that the business of the House be suspended so that this matter can be sorted out? Accountability starts from the first day. We have to be accountable to the people of Kenya from the first day. Would I, therefore, be in order to ask that the business of the House to be suspended? Since the Grand ...
