  • 28 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I think the Assistant Minister is reading some figures that do not relate to reality. I am a small-scale farmer, who grows some coffee. The Assistant Minister should come out clearly and spell out why production of coffee is at its lowest; the cost of inputs like fertilizer, chemicals and non-payment--- It is of no use giving us statistics when farmers are uprooting coffee trees. It is true that they are uprooting it! They are even uprooting tea plants, and it started in Othaya! The Minister for Agriculture should do an honourable job of visiting Othaya ... view
  • 28 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, when is the Assistant Minister going to give farmers subsidies as it happens in other developed countries so that we do not depend on--- view
  • 28 Oct 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Could the Assistant Minister clarify whether CAN is a compound fertilizer? He is promising CAN, which is for top dressing. Coffee requires compound fertilizers, which are not available. Where is this fertilizer that he is talking about so that I can buy it? view
  • 14 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister tell the truth by swearing using the Bible? There is no fertilizer in the country for the small-scale farmers. For which season is the Ministry importing this fertilizer? Is it for the long or the short rains? view
  • 8 Oct 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to support the Minister for Education and his staff and congratulate them for a well done job so far. It is important for the House to note that quality education is expensive, and whatever allocation that has been given to the Ministry is, to say the least, inadequate. However, we may not have enough funds to give our country the best education we can afford, but we need to appreciate what the Government and the Ministry are doing towards all sectors that are relevant to the Ministry of Education. However, there may ... view
  • 7 Oct 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister, in answering the Question, has admitted that the Ministry of Education has not been able to audit books all over the country. We have free secondary school funds that have been given to schools and yet, no audit has been going on. There are two bodies that audit Government accounts; the Controller and Auditor-General and the auditors from the Ministry of Education. Could the Assistant Minister tell us where the bottleneck is? Could the Assistant Minister tell us the timeframe so that, by the time the Government disburses all the funds for free secondary ... view
  • 7 Oct 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 23 Jul 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to contribute to the Motion. I would like to echo the sentiments expressed by the previous speaker. One of the problems that we have observed in this country in regard to the management of our youth programmes is lack of dialogue! We are not listening to them. We have a political leadership that, for a very long time, does not want to hold dialogue with the youth whenever a crisis arises. Unemployment has been mentioned as one of the areas that the Select Committee should look into. It has ... view
  • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, while I appreciate the answer given by the Minister, he has still not answered the last question. We appreciate the Minister's effort but although he has spent Kshs16 million the project is supposed to have cost Kshs20 million. Could he kindly tell this House when he is going to give the additional Kshs4 million? When will he complete the project to facilitate the teaching of those children? view
  • 22 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. Could the Minister stop misleading this House? I do not belong to Maragwa South! I belong to Kiharu in Murang'a North! So, I am not--- view
