  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, I am glad that you are trying to guide the Assistant Minister on how to answer Questions. He is taking a lot of our time! Is he not aware that there was an Harmonization Committee that was set up by the Government, so that it could bring the salaries of teachers and those of civil servants closer together? Why is it taking so much time? Mr. Assistant Minister, please, tell us what happened to the harmonization exercise and whether the Government is ready to look for a donor! Otherwise, you should defer the Question. view
  • 2 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is not even addressing the entire question. Part "C" of the Question states as follows:- "What immediate steps will the Minister take to feed, educate, provide water and health services on humanitarian grounds to these IDPs?" The Minister should have allocated more funds to some sectors such as agriculture and education. You find that in other areas such as Gaturi Location in my Kiharu Constituency, we have problems with monkeys. These wild animals are roaming all over the place. Mr. Deputy Speaker, Sir, earlier on, an Assistant Minister told us that they do not know how many people they feed in Turkana District. That is not a solution. Would the hon. Assistant Minister like to go with us to witness the monkeys as they jump up the trees? Other than considering the registration of these institutions, the major issue is certification. Members of the public are losing a lot of money through these institutions. The Ministry of Higher Education, Science and Technology should also accept that they are operating on a borrowed Act of Parliament.
