  • 7 Aug 2019 in National Assembly: The board should ascertain that there is an issue and escalate it to the Cabinet Secretary. The Cabinet Secretary will then escalate it to the Cabinet. We are doing all this to ensure that there is responsibility at the highest level of the Executive. We do not want to give sweeping powers to an individual in the name of Director-General to decide when to adjust, cancel or delete data. Therefore, this amendment is very critical for systems to work from the lowest to the highest level. This is to ensure checks and balances. I support the amendments. view

  • 24 Jul 2019 in National Assembly: Hon. Speaker, mine was just an intervention on the advisory that Hon. Odhiambo gave us. It is just about rejecting or approving the Report with reservations. I just want to remind my colleague, Hon. Gikaria, that if The electronic version of the Official Hansard Report is for information purposes only. • 24 Jul 2019 in National Assembly: we reject the Report then we will revert to the Agreement that was signed and agreed upon in 1995 where we have almost zero benefits. We must be cognisant of the fact that if we reject the Report, we revert to the 1995 Agreement where we have almost zero benefit. We can deal with reservations because we looked at it as a Committee and compared what we had in 1995 to what we have now. The new Agreement is beneficial to our country. • 19 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Without taking much time, I want to make a few comments. I want to remind the House that in our last Session, I mentioned that the previous appointments of this nature did not meet gender and ethnicity requirements. I am on record. That means that the gender balance is 50-50 for this appointment. ... view

The nominees have all the requisite qualifications. They performed in previous appointments. Therefore, they proved before the Committee that they can work and serve this country. It is my humble submission that this House agrees in totality with the recommendations of the Departmental Committee on Defence and Foreign Relations. view

  • 8 May 2019 in National Assembly: I think this one is supposed to work because it is for the Deputy Speaker. Thank you, Hon. Deputy Speaker for giving me this opportunity. First and foremost, I wish fellow Muslims in the country and across the globe Ramadhan Kareem. It is a blessed month. Therefore, I want to share this day and month with fellow Kenyans; fellow Muslims. This Petition is quite in order. It talks about people with disabilities, especially children. The contention is that the Kibos Sugar Factory has asked for relocation of the school which has children with disabilities. I think the sugar factory is ... view
  • 8 May 2019 in National Assembly: My concern is to ask the Kibos Sugar Factory to bear the cost of relocating the school to a place which is accessible. I am told it is about eight kilometres from the road and these are visually impaired children. Yes, we want the school to be relocated, but at the cost of the Kibos Sugar Factory and it should be to an area that is accessible and with all the required facilities at the cost of the factory. view
