It was wrong in the first place for Parliament to give itself the role of recruiting and vetting. I want to really appreciate one Kenyan, Mr. Okiya Omtatah. This gentleman has done a good job for many Kenyans. He has seen the light and seen that whatever that was going on in the initial stages of recruiting and vetting was unconstitutional.   • 8 May 2019 in National Assembly: Nevertheless, I also want to appreciate the Committee and its Chair for seeing that this amendment is timely and critical. The NCIC, as it is now, lacks mandate because its term has lapsed and we do not have commissioners in place. From the outset, I want to take this opportunity to support the appointment of Mr. Mutyambai as the third IG under the new Constitution. Looking at his experience and CV, I think he is well versed in matters police.   • 27 Mar 2019 in National Assembly: Thank you, Hon. Deputy Speaker. I will talk about the importance of chiefs. Every Kenyan knows the roles and functions of an elder. They play a very critical role and we all agree that they need remuneration. This is the National Assembly. We also have the Senate. The aspect of village administrators or elders is catered for in the County Governments Act of 2012. It already exists. Why are we spending all this time debating an issue that already exists?   • 27 Mar 2019 in National Assembly: From the outset, I said that the role of village elders is very important and paramount. My only issue was who is supposed to remunerate them. We want village elders in every village to be remunerated for what they do. Who is supposed to remunerate them? That is the only issue I am talking about. That is great.   • 27 Mar 2019 in National Assembly: Act. It is good that this House is urging the national Government to absorb the village elders. We have taken too long to take care of that. I support the Motion that village elders be remunerated and absorbed by the national Government. The clarity on where the funds are supposed to come from needs further guidance. Certainly, his Curriculum Vitae (CV) notwithstanding, I stand to oppose his appointment. You might have very good papers and CV, but that does not translate to being a good manager or running the institution that you are appointed to. view

  • 20 Mar 2019 in National Assembly: If you recall the way last year’s Kenya Certificate of Secondary Education (KCSE) examinations were conducted, you remember there was securitisation of the entire exercise, courtesy of Prof. Magoha. It was like we were watching a Hollywood movie. Every CS and senior civil servant went out there with armed police officers guarding students as if there was war. Were we at war with the Al-Shabaab or we were doing exams? At the end of the exams, the good professor announced to Kenyans that there was no cheating and everything went well.
