  • 4 Mar 2015 in Senate: Mr. Speaker, Sir, it is us, again, who make these laws and we are the ones who should amend them. We never said that when an IG nominee is being vetted, he should go through these processes so as to be experienced. So, if we feel that it is an issue worth considering, then we must amend the law also. But having said that, Mr. Speaker, Sir, today, the country is waiting to see an IG and, indeed, the Members – especially the ones who were in the Committee – when you look at the Report, we are unable to ... view
  • 26 Feb 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I want to thank the Members who have challenged this formula because we all mean well for our counties. Today I want to plead and persuade the Members that we dispense off this matter immediately because counties are waiting for us to make a decision on this formula. If we do not approve this formula, they will use the old formula to allocate resources to counties. I know that we have even passed the deadline for the approval of this formula, so that it can also go to National Assembly. We, as hon. Senators, ... view
  • 26 Feb 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I also rise to support this Motion and also support the sentiments from the Senators for Makueni and Kitui counties. Indeed, this is a very important document that we must critically look at, analyze and come out with recommendations that can also guide the Treasury as they move on with their work. When you look at the Budget Policy Statement (BPS), you will find that there are many issues that we need to raise. For example, if we are talking about devolution in this country, then one of the first things we need to ... view
  • 19 Feb 2015 in Senate: Mr. Speaker, Sir, I support that Communication. When we look at our Constitution, indeed, the word “Parliament” appears 358 times. Therefore, we need to fast-track some of these processes. It would benefit this House if we could continue having joint meetings. That is how we can harmonize this Parliament. I support you. view

  • 19 Feb 2015 in Senate: Mr. Temporary Chairperson, Sir, if you want to recruit within the police force or the disciplinary forces, it takes care of all counties. No county will come out and complain that members of that county were not recruited. That is why I proposed that new amendment. view
