Beatrice was brought up in an unstable cross-cultural family when her parents separated, she had to drop out of Nazarene University to handle issues at home. In 2005 she joined the Banana Team ahead of the Constitutional referendum and instantly developed interest in politics. She later became the outreach manager for the Kibaki Tena campaigns in 2007. In 2013, she joined Alliance Party of Kenya (APK) and was nominated to the Senate as she was heads higher than any other member. Elachi is not just political but also philanthropic and presently supports seven children orphaned by ethnic clashes in Tana River.

While I respect my Senator, from my county, is he really in order to say that harambees are there because the Jubilee Government has failed and he knows very well that harambees started with the first President of this country? Therefore, is he in order to say that Jubilee Government has failed and that is why harambees are going on, when he know that harambee has been a tradition for Kenyans?

Mr. Temporary Speaker, Sir, is he in order to say that until you are elected to this House is when you can do any social activity in this country? I have carried out so many social activities in this country and I am still doing so. Therefore, I do not find it right for any Kenyan to be told that until you are elected to Parliament is when you deal with social activities. It is out of order completely.

Mr. Speaker, Sir, the issues we raised are very pertinent. As much as we are trying to say that the county assemblies will work with governors, we may be wrong. Look at how the governors have manipulated this process and they have realised that the courts will always protect them. Looking at Makueni County today, the Executive has resources while the county assembly does not have. County executives have realised that they can do without county assemblies.
