  • 30 Jul 2014 in National Assembly: Mr. Temporary Speaker, Sir, I also rise to support this Bill. First of all, I want to thank both the National Assembly and the Senate. We have moved a step further despite the challenges. We have gone through mediation which is something positive. We hope and believe that come next year we want to see both Houses moving through this without going through mediation. As we look at the County Allocation Bill, we need to know that we are going to have challenges with the 11 referral hospitals considering that we have not yet solved the problem. We must ask ... view
  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, pursuant to the provisions of Standing Order No.45, this is to present the Senate Business of the coming week. On Tuesday, 29th July, 2014, there will be no sitting as it will be a public holiday to mark the end of Ramadhan. On Wednesday, 30th July, 2014, the Rules and Business Committee will meet on Wednesday, 30th July at 12.00 noon to schedule business for the Senate for the week. The Senate will continue with the business that will not be concluded in today’s Order Paper. As hon. Senators may recall from yesterday’s communication from the ... view
  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, it is also important to note that some of the journalists have requested the Senate to give them space to sit because they are saying that where the KBC crew sit, they are not allowed to go there. The other question they raised is that they have been given very limited space in a room that sometimes becomes very hot and they cannot sit there. They also requested that we look at our security which sometimes blocks them from coming in. I agree with your ruling that we deal with this The electronic version of the ... view
  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I wish to request that we defer this Order under Standing Order No. 54 (3). But we must ensure that we finish this business, with your permission, in the next sitting which will be on Wednesday. view
  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I believe that some delegations have walked out and, therefore, we do not have the numbers to vote on the Bill. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 24 Jul 2014 in Senate: No, Mr. Deputy Speaker, Sir. view
  • 23 Jul 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Would I be in order to remind the hon. Senators that if we go the route of looking at projects and indicating where they are, we will be putting this country again into a very sensitive dilemma? Would I be in order also to ask my Senator from Kakamega to tell us whether the railway line from Mombasa to Nairobi does not pass in other regions that are not for the President and Deputy President? view
  • 23 Jul 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Would I be in order just to request that as he answers, it would also be important for the House to know all the grants and funding not just from the Chinese Government but all our donors and how they have been spread across the country? view
  • 23 Jul 2014 in Senate: Mr. Temporary Speaker, Sir, I also rise to support and thank hon. Dr. Jean Damascene, the Speaker of the Senate of Rwanda. I want to thank the Rwandese Government for giving employment to our Kenyan sisters and brothers who are there. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 22 Jul 2014 in Senate: Madam Temporary Speaker, I also rise to support the amendments knowing that we shall agree to bring the percentage to 46. As I say that, I know each county has its own challenges and achievements. When you look at the report of the Controller of Budget, you will find that most governors have budgeted in a way that they will be able to consume 40 per cent going up. It is very unfortunate that indeed as my colleagues have said, we need to ask ourselves about the money that has been decentralized. The lowest constituency will be getting Kshs95 million ... view
