  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I wish to request that we defer this Order under Standing Order No. 54 (3). But we must ensure that we finish this business, with your permission, in the next sitting which will be on Wednesday. view
  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I believe that some delegations have walked out and, therefore, we do not have the numbers to vote on the Bill. • 23 Jul 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Would I be in order to remind the hon. Senators that if we go the route of looking at projects and indicating where they are, we will be putting this country again into a very sensitive dilemma? Would I be in order also to ask my Senator from Kakamega to tell us whether the railway line from Mombasa to Nairobi does not pass in other regions that are not for the President and Deputy President? view
  • 23 Jul 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Would I be in order just to request that as he answers, it would also be important for the House to know all the grants and funding not just from the Chinese Government but all our donors and how they have been spread across the country? view
  • 23 Jul 2014 in Senate: Mr. Temporary Speaker, Sir, I also rise to support and thank hon. Dr. Jean Damascene, the Speaker of the Senate of Rwanda. I want to thank the Rwandese Government for giving employment to our Kenyan sisters and brothers who are there. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 22 Jul 2014 in Senate: Madam Temporary Speaker, I also rise to support the amendments knowing that we shall agree to bring the percentage to 46. As I say that, I know each county has its own challenges and achievements. When you look at the report of the Controller of Budget, you will find that most governors have budgeted in a way that they will be able to consume 40 per cent going up. It is very unfortunate that indeed as my colleagues have said, we need to ask ourselves about the money that has been decentralized. The lowest constituency will be getting Kshs95 million ... view
  • 16 Jul 2014 in National Assembly: Mr. Speaker, Sir, I also want to thank the Government, but also note that when you look the amount that is outstanding – Kshs14 billion – it means that we still need, as a House, to come up with a mechanism that will assist in future. We know that we have young students who passed very well. So, if you get a mean grade of “A,” “B,” “B-” or even a C+”, that certificate must be released for you to join the university. Maybe the money advanced to you by the Higher Education Loans Board (HELB) will enable you to ... view
  • 15 Jul 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I really respect my leader from Western Kenya, but is he in order to say that the President promised Kshs200 billion, yet the Kshs200 billion that he talked about is the same 30 per cent that we are talking about in procurement? He never promised to give the money to Maendeleo yaWanawake. They were told that they need to build their capacity to access the Kshs200 billion that he has given to women. Is he in order to mislead the country, really, that view
