We need to urge and advice the President to continue with that spirit. The case is still on. Let him faithfully face the ICC. Let him faithfully, with his legal team, attack any kind of evidence that will be brought before the court so that, at the end of the day, he will be set free. We cannot afford to advise him not to travel to The Hague again, as some of my colleagues have indicated here. We have a number of issues in this country. We have insecurity and unemployment. But perhaps, we can give the President the benefit ...

On a point of order, hon. Temporary Deputy Speaker. Is the hon. Member, who I respect and who is a Member of my Coalition in order to tell this House that PAC, in which I sit, that the reasons those accounts have not come to this House is because of the Chairman? He is probably aware that the only Committee that is allowed by the Speaker to sit almost on a daily basis so that they can clear all those accounts to allow for allocation of resources to the counties is PAC? Is he in order?

Yes, because I somehow support hon. Kaluma’s Bill. The most important thing is that I wanted to recognize the pupils from Lady of Mercy Ibara Boarding School which comes from my constituency. It is among the best boarding schools.

I thank you for the indulgence so that I can recognize and appreciate the presence of the pupils from my constituency.

Thank you, hon. Speaker for giving me a chance to contribute to this debate. I also rise to support the Motion as amended. Indeed, as Members of the National Assembly, we do a lot when it comes to health facilities in our constituencies. Devolving that facility to the counties at this point in time will make our constituents suffer a lot. Hon. Speaker, it is our wish that Levels 1, 2 and 3 hospitals remain with us and Levels 4 and 5 can go to the counties. Referral facilities should remain with the National Government. We have done quite a ...

Hon. Speaker, I agree with the other Members who have spoken ahead of me that, if those facilities have to be devolved, it has to be done gradually so that we are able to complete some of the projects that we have already started. That is so that health facilities are closer to the people in our constituencies, instead of transferring them at once to the county governments. Hon. Speaker, lack of personnel in the counties is already a serious problem. When you ask the county governments to post staff to those facilities, it is a serious problem. Therefore, we ...

Thank you, hon. Temporary Deputy Speaker, for giving me a chance to contribute to this noble Bill. I also stand to support the Bill. We have quite a number of bodies in various professions, which coordinate the activities of the council. However, it is now time that we have a single body to regulate all Kenyans in terms of certificates and qualifications that one is supposed to have in order to serve in a certain office. My only worry is that this Bill seeks to give to the Executive all the powers, right from appointment to removal of individuals from ...
