Hon. Speaker, I will attend the meeting because this is a hot issue even in our constituencies. We are making statements but headteachers are asking for official communication from the Executive, so that they can start giving out the certificates.

Thank you, hon. Temporary Deputy Chairman. I rise to support this amendment. The quorum of six members from nine members is very high. Even in this House it is difficult to raise two-thirds. This is two-thirds of nine members. I would like the quorum to be reduced to five members with a mandatory of a member from the National Police Service. Otherwise, I sincerely feel the Commission cannot run, if we have to put the quorum at six.

Pursuant to Standing Order 44(2)(c), I wish to request a Statement from the Chairperson of the Departmental Committee on Labour and Social Welfare regarding continued delay in payment of National Social Security Fund (NSSF) benefits to retirees. Many retirees upon attaining 60 years of age are allowed to receive the funds, but they are finding it difficult to access their hard earned NSSF savings. Hon. Temporary Deputy Speaker, I have two issues to raise on this Bill. One is Clause 7 which deals with quorum. The commission consists of nine Commissioners and the quorum is given as two-thirds. If we said that we needed two- thirds to conduct any business in this House, right now we could not be conducting our business here. The clause goes ahead and says that we must have two uniformed officers in the commission to attain quorum. Hon. Thank you for that ruling, hon. Temporary Deputy speaker. I will stick to the issue of quorum. By putting such a high threshold on forming the quorum, we want to crowd the operations of the commission. If you will be asking the Police Service, at any time, to remove two of its top officers to go and sit on a commission, which is permanent, we are simply saying that the police will also have problems.
