Mr. Speaker, Sir, I have a community in my constituency, the Somalis who migrated from North Eastern Province. They have lived there for a long time and have given birth to children who have now reached the age of acquiring identity cards. When they meet the screening committee, they are told to go and get identity cards from North Eastern Province. Are we not discriminating against these Kenyans who have now become residents of Bahari Constituency? On a point of order, Mr. Speaker, Sir. Is the Prime Minister in order to tell this House that this nation has allowed investors to come in and invest without due regard to what Kenyans will own? If that happens, we will not own this nation. What belongs to Kenyans is the wealth of the nation. If we allow a policy where people come in and invest without restrictions, at the end of the day, this nation will not belong to us. It will belong to those people who will have invested in this nation.

Mr. Deputy Speaker, Sir, in his answer, the Assistant Minister has said that a detailed engineering design review of the road is currently on-going and due to be finalized in April 2011. From the time I was in High School, that road has been under review of designs.

On a point of order, Mr. Speaker, Sir. I do not know what date that HANSARD refers to, but the Minister appeared before the Committee on 3rd June, 2010. He again appeared before the Committee on 12th August, 2010. If he had anything which he wanted to share with the Committee, he had the opportunity on the second appearance on 12th August, 2010 to say it.
