Mr. Speaker, Sir, the emerging role of parliamentary diplomacy cannot be over-emphasized. Modern parliaments, including that of Kenya, are expected to play a more proactive and definitive role in the development of relations between our countries. Parliament, on the one hand, represent the people, and on the other enact legislations, ratify international treaties, and engage in inter-parliamentary dialogue. Thus, the delegation which attended the two day conference in Moscow took that into account. Parliamentary delegations to conferences, workshops, or visits are not done in vain. Thank you, Mr. Speaker, Sir. I was asked by the Assistant Minister to make a request in writing to the Ministry about a vehicle which a district officer in my constituency has not had for the last five years. That letter went, I have been promised a vehicle and up to now the vehicle has not been delivered. Could the Assistant Minister maybe confirm to the House when that vehicle will be made available to my constituency for use by that district officer?

Mr. Speaker, Sir, the Minister mentioned that they have asked the Ministry of Lands to purchase land for settlement of IDPs. I am wondering from which fund the Ministry will get money to purchase this land and yet in the Printed Estimates which we reviewed, there was no money set aside for purchase of land.

asked the Minister for Education:- (a) whether he could provide the names of teachers from Bahari Constituency in both primary and secondary schools who have left the service by reason of retirement, death or other reasons from 1st January 2005 to 30th June 2010; and, (b) whether he could provide the names of teachers who were employed into the service and posted to the primary and secondary schools in Bahari Constituency.

Mr. Speaker, Sir, I want to thank the Assistant Minister for giving the answer and the list. I wish to request the Chair to defer the Question so that I can go and re-phrase my Question. That is because the list is not satisfactory to the Question I had wanted to ask.

Thank you, Mr. Deputy Speaker, Sir. Could the Assistant Minister tell the House whether, when the Kenya Wildlife Service (KWS) officers are taken for training, one of the things they are taught is to force people to eat raw meat whenever they catch them with wild game in their homes?

On a point of order, Mr. Speaker, Sir. Is hon. Nderitu and hon. Kinyanjui in order to mention that hon. Chirau Ali Mwakwere comes from the eastern part and that hon. Nkaisserry, hon. Khangati and hon. Elizabeth Ongoro are not Members of the Cabinet from the ODM side?
