  • 26 Jun 2014 in National Assembly: Thank you very much, hon. Chairlady for giving me this opportunity. First of all, if it was not for the statement which was made by the Chairman when he was moving, I would have opposed the amendments. This is because one of them affects the proposals which came from my Committee and the one on which we burnt a lot of midnight oil to arrive at a decision. I agree with the Chairman that we close the fiscal gap, but my only concern is that maybe, we should have been bold enough and said that since the House passed the ... view

  • 26 Jun 2014 in National Assembly: Hon. Speaker, is it in order for the Leader of Minority Party, who is a senior Member of this House, to mislead the House that the national Government gave very little money for health services in the counties yet he knows that the budgets of county governments are approved by the county assemblies, and not the national Government? view
  • 25 Jun 2014 in National Assembly: Thank you very much, hon. Speaker for this opportunity to contribute to this Supplementary Appropriation Bill. This is a very unique occurrence because ideally we should not have any supplementary budget if all is working well. I want to join my colleagues in encouraging our Cabinet Secretaries and their respective Ministries to ensure that their budgets are as accurate as possible so that we avoid two supplementary budgets in the same year. This is a very unique Supplementary Appropriation Bill. view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, the implementation process has been cited as one of the reasons why this Supplementary Appropriation Bill is coming. We have given the Cabinet Secretary the opportunity to tell us what he plans to do with this budget. I think it is high time as a House we found a way of getting a report at the end of the financial year from the Auditor-General on how money voted in the Budget has been spent. The Cabinet Secretary appears here to tell us what he plans to do with the money, but we never get a report on how ... view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, I think Ministries must be strategic. They must know how to live within the procurement law which already exists. Maybe the Budget and Appropriations Committee and my Committee need to agree and say that if you spend less than 50 per cent or 60 per cent then you are not a serious Ministry. You are letting Kenyans down. view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, you know failure to spend should be taken as misappropriation because what you are simply saying is that you are holding money which other people would have spent. So, in future we should be able to discourage many supplementary appropriations and ask Ministries to do the right thing. view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, I want to thank the Chairman of the Budget and Appropriations Committee for working extra hard to bring this unique Appropriation Bill at this particular time. Thank you very much. view
