We are saying, “at least two” meaning that we can have more because tomorrow we may realize that--- Crops cover a wide area. We have tea, coconut and we have even added M iraa . We may decide to break crops further and so we will not have to come to the House again to seek amendments every other time we are looking for a Deputy Director. view

  • 16 Jul 2014 in National Assembly: I have seen the Board that has been proposed to manage the funding under Clause 18. The Fund shall be administered by a Board of Trustees, which shall consist of the Secretary of the Board. But I do not see how the Secretary will be appointed. Issues of funding must be transparent. We cannot just leave a room for guess work. Hon. Odhiambo or any other Member should think about the procedure for appointing the Secretary to the Board, so that it is very clear that the person who will manage this will be competitive recruited. We have a case where farmers have done their best but some funny diseases have come to render those efforts worthless. I would like the Chair to tell the House what his Committee is going to do to ensure that farmers from that region are given relief food? Clearly, there is a disaster in waiting. This is because you cannot suspend life for a minute. This is a very serious issue and we should have been very sure before we handled the health sector the way in which we did it. I think it is time to stand and ask, how can we correct this mistake? This will ensure that our people do not think that devolution is a curse. We want our people to belief in devolution because it is properly done. view
