Hon. Temporary Deputy Speaker, I think it is very good to follow the procedure. We passed the issue that hon. Jakoyo is discussing long time ago. In fact, we are now on Order No.10.

Secondly, one Member from CORD has destroyed property in the House because he was angry. We want to know what action will be taken against the Member. This is because it is irresponsible to destroy seats just because you have been defeated by your colleagues in debate.

I want to thank the Budget and Appropriations Committee and hon. Members of the National Assembly for bending backwards to ensure that these orphans get their rightful share. This money is from the national Government. I thought the Chairman and Committee would have given us the formula for sharing this money; as a condition. This is because you are saying Kshs1.8 billion--- You cannot come and say again ...

Hon. Temporary Deputy Chairman, this is the first time I am seeing a proposal to create an interim board, except the former Electoral Commission of Kenya. This is the first time I am hearing that we appoint an interim board and then there will a substantive board. Okay! Reducing it to one year makes it better. But the whole idea - unless there is a good reason - is that they should appoint a substantive board immediately. I support because one year makes it better.
