My good friend has been making serious allegations to the effect that some Ministries are transferring money from one Ministry to the other, which is illegal. I think it is fair for him to substantiate that allegation with facts. Which Ministry in particular is he referring to that has transferred money without the approval of the House? That is a serious allegation. view

I want to say that the way it looks, Level 5 hospitals have been orphaned by their father. I want to thank the Budget and Appropriations Committee and hon. Members of the National Assembly for bending backwards to ensure that these orphans get their rightful share. This money is from the national Government.   • 22 Jul 2014 in National Assembly: Hon. Temporary Deputy Chairman, this is the first time I am seeing a proposal to create an interim board, except the former Electoral Commission of Kenya. This is the first time I am hearing that we appoint an interim board and then there will a substantive board. Okay! Reducing it to one year makes it better. But the whole idea - unless there is a good reason - is that they should appoint a substantive board immediately. I support because one year makes it better. view
