This Clause provides that if you want to own an insurance company, or if you want to manage or control one, the Authority should look at your financial and moral suitability. It is very difficult to know how moral suitability can be measured. We do not have an instrument for measuring the moral suitability of individuals. So, as a Committee, we agreed that while the drafters of the Bill have given some suggestions, we delete it for the time being. We feel that this provision may be abused. ... view
