  • 6 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chair. Indeed, I am the one who brought this amendment. Unfortunately, my name does not feature anywhere. I agree that when we looked at the period, even after the enactment of this Bill, there will be that period of identifying the board members. There will be elections and other things. It will take some time. That is why we agreed in the winnowing meeting that we change it to 12 months so that we allow for proper identification of board members who will help in coming up with the regulations. Therefore, we agreed 12 months ... view
  • 5 Oct 2021 in National Assembly: Hon. Speaker, I rise to ask the Teachers Service Commission the following Question: (i) Could the Chairperson explain the new grading criteria for employment of teachers, which accords additional weight to intern teachers and yet, the opportunities for internship are only available to a few teachers under the age of 35 years against the very many qualified, aged and interested teachers? (ii) How will teachers above the age of 35 years access employment opportunities considering that the Teachers Service Commission, while carrying out the national recruitment exercise in July 2021, awarded 30 points to those who were on internship programme ... view

  • 19 Aug 2021 in National Assembly: Thank you, Hon. Speaker. Pursuant to the provisions of Standing Order No.44(2)(c,) I rise to request for a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing regarding dangers posed by open quarries abandoned by contractors in Mumias East Constituency and other parts of the country. Hon. Speaker, quarrying is a very important activity in our country as it helps in the development of infrastructure such as roads in a given area. In the recent past, there have been growing concerns in the manner in which quarrying activities are being undertaken in the country, specifically ... view
  • 19 Aug 2021 in National Assembly: It is against this background that I seek for a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing on the following: (i) Why are the contractors not complying with the law of rehabilitating ground that has been interfered with? (ii) When are the gaping holes in Mukware and Indori areas in Mumias East Constituency going to be rehabilitated? (iii) When are the families that lost their loved ones going to be compensated by the contractor for not meeting the contractual obligations? (iv) What safety measures and regulatory frameworks has the Government put in place ... view

  • 18 Aug 2021 in National Assembly: Thank you, Hon. Deputy Speaker. Thank you, Hon. Omuse for bringing up this Question. For the CS to stop further registration of new schools, he is not following what is happening on the ground. Population is not static. I just want to challenge the CS that he should look at his household. I am sure he has children and grandchildren. • 18 Aug 2021 in National Assembly: grandchildren. Therefore, we are expanding these schools because we have many more children who are going to schools as opposed to schools that were built much earlier. The Ministry of Education is under a lot of confusion. If you look at how they hire teachers, they have given preference to interns, who must be 35 years old. view

  • 1 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. This is Thursday afternoon, a day allotted for Private Member’s Business. I have been listening to the contributions of Members and up to around 13 Members have been supporting this Bill. I just wanted to advise Members that we have at one point done some business here against our own interests because we have too many Bills from Private Members still queuing. Even the next Bill is also a Private Member’s Bill. I request that should there be any Member with an issue with this Bill, he still has an opportunity to come at ... view
