One factory is poaching cane because it is offering a high price than the other. When do they decide which road to upgrade to bitumen standard and when do they decide that one should not be upgraded? Peter Mwathi is the issue of value; the amount spent on these roads. This is because we have seen a lot of shoddy jobs being carried out by contractors and yet the amounts that are usually given and spent on those roads are usually exorbitant. What mechanisms does the Ministry have as a follow up measure to make sure that we get value for money? view
