  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I wanted to give the highlights of the areas that I wish to seek clarification. view
  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, thank you for the advice. I wish to ask the Minister to:- (i) clarify whether the violence experienced in the nomination exercise is a manifestation of lack of internal democracy in most of the political parties in this country, (ii) indicate the measures that he has taken to ensure that there is internal democracy in each political party to avoid the occurrence of such violence during nomination of candidates by political parties; and, (iii) he should state the measures that he has put in place to guarantee that Kenyans will have peaceful general elections. view
  • 21 Aug 2012 in National Assembly: Thank you, Mr. Speaker, Sir. While hon. Shakeel was seeking clarification on this Ministerial Statement, he raised a very pertinent issue touching on the licensing of the traditional drugs that the Chinese hawk around. Could the Minister also inform us whether the so-called “Chinese Traditional Medicines” are licensed? view
  • 8 Aug 2012 in National Assembly: asked the Minister for Roads:- (a) what informed the decision to reduce the amount of money allocated per constituency by the Ministry through the Kenya Rural Roads Authority (KeRRA) since 2008; and, (b) whether he could consider allocating more funds to constituencies that experience heavy rains such as Mumias. view
  • 8 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for the answer, though it is not factual. I asked the Question knowing that he is also a Member of the Constituency Roads Committee. He is a Member of Parliament and he knows what has been happening since 2008. Members will agree with me that the allocation of 2008/2009 was about Kshs28,000. The following year, it was Kshs1,000,000. The following year, it was about Kshs24 million. In the last financial year, we only had Kshs20 million. What informed the Ministry’s decision in this reduction? view
  • 8 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, while I appreciate the suggestion of further investigation, I would have just requested that we enjoin this Committee with the CDF Committee because that is how we get to the Constituency Roads Committee. I was wondering whether I would be in order to ask the Chair to be reading the names of hon. Members who may have pressed the button and then you have not given them the opportunity to speak because sometimes we do not know. This system is one way. view
  • 1 Aug 2012 in National Assembly: asked the Attorney-General:- (a) why the Government has not settled the Kshs388,795 awarded to Mrs. Lydia Muhonja Mumia by the Kakamega Senior Principal Magistrate’s court through Civil Suit No.616 of 1995; and, (b) when she will be paid and whether the Attorney-General could compensate Mrs.Mumia without delay. view
  • 1 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I would like to take this opportunity to thank the Attorney-General for the answer which was comprehensive enough and also quickly add that this is an accident that took place in 1992. It is now 20 years today since 1992. I think you are not doing any justice to either the victim, Lydia Muhonja or the Government because according to the figures here, you can see the interest on general damages alone amounts to Kshs232, 500. What are you doing and should you get the Certificate of Order from the advocate of Lydia, how long will ... view
  • 1 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, my Question was very specific. It was brought to the Floor of the House in favour of Lydia Muhonja Mumia. I think generalizing this answer is unfair to her. I will get the Certificate of Order from the advocate representing her. Suppose I get this certificate tomorrow, could the Attorney- General inform the House when he is likely to have a cheque ready in her name? view
  • 27 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker. Given the importance of this Question and now that it is also addressing all parts of the country, could I be in order to request the Chair to defer it to this afternoon, so that we have adequate time to see which areas have benefited from these donor-funded projects? We have not had time to really look at the answer--- view
