  • 3 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I also want to take this opportunity to thank the Assistant Minister. I have a lot of respect for this Ministry, more so, because is it represented by two Professors in this House. I would expect the Ministry to be a bit more organized than it is now. That is because I have a letter from the Ministry showing how they had considered allocating money from the emergency fund for the third quarter, Financial Year, 2010/2011. What happened? This is a rainy season and we are risking the lives of our pupils by not protecting their ... view
  • 3 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, a few years ago, the Government initiated a crash programme and established a team headed by Prof. Jalang’o of Masinde Muliro University, which protected schools and other public institutions from the risk of lightening. What happened to that programme? Why are you not providing enough money in the Budget to take care of the programme of installing lightening arrestors in public institutions, more specifically in schools? view
  • 27 Jul 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, assuming that the Assistant Minister is right and they are going to buy motorbikes for 135 chiefs, which criteria is he view
  • 27 Jul 2011 in National Assembly: going to use to identify those chiefs who would need those motorbikes? In Mumias, we have 15 chiefs and all of them would need motorbikes. view
  • 27 Jul 2011 in National Assembly: asked the Minister for Education:- (a) to inform the House what the Ministry’s policy on emergency response to calamities arising from lightning in schools is; and, (b) when the Ministry will install lightning arrestors in schools that have been struck by lightning, including Petros, Bumwende, Shibinga and Milimani Primary schools in Mumias Constituency. view
  • 27 Jul 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, indeed, I had talked to the Minister but, considering that I have already received a letter from the Ministry of Education committing themselves on considering this cost in the third quarter of the Financial Year 2010/2011, I will expect that when the Assistant Minister comes with an answer, he will be telling us when the payments will be made. view
  • 19 Jul 2011 in National Assembly: asked the Minister for Agriculture:- (a) what control sugar companies have over private sugar cane farmers; (b) what the value of cane that has been intercepted from individual farmers by Mumias Sugar Company without documentation is; and, (c) who the beneficiaries of such intercepted cane have been. view
  • 19 Jul 2011 in National Assembly: Thank you, Mr. Speaker, Sir. I also want to thank the Assistant Minister for the answer, but I do not know whether he looked at the answer before he read it out to the House. This is because he has contradicted himself. In his answer to part “a” of the Question, he says that companies do not control private cane farmers while in his answer to part “b” of the Question he says that sugar companies intercept cane. Why do they intercept cane if they do not control the farmers? To make matters worse, in his answer to part “c” ... view
  • 19 Jul 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Maybe I have asked so many questions that the Assistant Minister got confused. My first question was on whether the sugar companies control private sugarcane farmers and he has said that they do not control them. However, in the second question, the Assistant Minister has said that they intercept cane. Why do they intercept cane if they do not control private sugarcane farmers? That is the question. view
  • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, this country has moved forward such that you need a warrant to access someone’s property or even detain a cart, pick up or lorry that would be carrying the cane that belongs to a private farmer. Does the Assistant Minister ensure that these private companies and more specifically Mumias Sugar Company gets warrants from courts to arrest and detain private cane and the trucks that are carrying them? Given that this money is there, could we ask the farmers to come and share out this money because the Kshs4 million belonged to some people? view
