I would like to inform the House that what has been happening in Mumias, the constituency that I represent in this House, is that we have a lot of spilled cane which has been collected by factories. Since the 1970s, they have been collecting cane which they have been crashing. They have never known to which account that money would go to. Mr. Deputy Speaker, Sir, part “a” of the Question talks of multiple accidents on a section of this road. On many Kenyan roads, the Ministry of Roads has gone ahead and indicated areas where we have black spots where we have had notorious accidents. They have even gone ahead to put skeletons to indicate the black spots. Some causes of road accidents are out of the design of roads. What is the Ministry doing to correct areas with black spots especially some that only require pumps? What is the Ministry doing to correct areas that have had perennial accidents?

Mr. Temporary Deputy Speaker, Sir, now that the contractor has taken longer than he was expected and usually contractors are very notorious such that when the shilling depreciates, they ask that they vary their quotation, is the Assistant Minister going to consider this contractor in case he asks for a variation?

Mr. Deputy Speaker, Sir, in this Ministry we had El Nino Fund which used to address areas that have enhanced rainfall. What is the Ministry doing to make sure that this fund benefits roads or constituencies in western region, so that we address our problems that emanate from heavy rainfall?

Mr. Speaker, Sir, whereas I appreciate the answer given by the Assistant Minister, I do not think he has enough information to guide us in his answer. Under the ESP guidelines, we were to put up five projects. One of the projects was a dinning cum an assembly, which had a Bill of Quantity (BQ) of Kshs21 million. The Kshs21 million was more than two-thirds of what you were giving. So, how do you expect the Kshs30 million to complete all the five projects?
