Mr. Temporary Deputy Speaker, Sir, one of the by-products of sugar is ethanol. This country has, under the Energy Act, allowed blending. In view of the current economic status of this country and, especially, the cost of fuel, we should allow our sugar factories and, especially, Mumias Sugar Company, to produce ethanol so that we can blend it with the fuel that we import. That will lower the cost of production and, at the same time, allow sugar-cane farmers to earn from the cost of producing ethanol.

Mr. Temporary Deputy Speaker, Sir, last but not least, the issue of land owners has been raised by the Chairman of the Committee. The land was not sold to Mumias. It was leased to the Government of Kenya in the early years of Independence â 1969 to1970. It was leased for a total of 33 years. The terms were that on engagement, they were to be compensated with Kshs90. Sometimes, it moved to Kshs150. The maximum was Kshs200 per acre and the Government was to pay Kshs1,430 per year for the 33 years they were supposed to hold that lease. ...

compensate farmers. This is because, eventually, that land forms part of the shares of the Government that they eventually sold to Mumias, which were then later sold to the public. Therefore, I would request that the recommendation by the Committee that land owners should be compensated should be adopted. Mr. Temporary Deputy Speaker, Sir, I ask the Minister for Lands, I hope he will read the HANSARD when he gets it, to go ahead and find a way of compensating these land owners, so that they can also enjoy their lives like the other people. On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to say that the shares of Mumias were sold when actually it was their mistake, because the Sugar Act, 2001, clearly spelt out that 51 per cent of the shares of the company should be sold to farmers? They went ahead and sold to farmers individually. How would they know those shares were sold by farmers and traders? Is he in order?

asked the Minister for Co-operative Development and Marketing:- (a) why Mr. Ludofick Ondieki Ofunya (Member No. 3476), who retired in the year 2000 from the Ministry of Roads and Public Works in Kapenguria has not been paid his dues by Ufundi Co-operative Savings and Credit Society Limited and when he will be paid; and, (b) what measures the Ministry is putting in place to ensure timely payment of dues to members by the SACCO.

Looking at the cheque, which I already have, it was written on 28th March, 2011 and deposited on 6th May, 2011, after I had brought this Question to the House. I would like to address the Assistant Minister on part (b) of the Question where she was supposed to tell the House what measures the Ministry has put in place to pay its debtors timely.

Mr. Speaker, Sir, the Assistant Minister has talked about erecting footbridges on some of the roads which are notorious for accidents. How many accidents have to happen before you erect a footbridge, because we have places which are very notorious? Other than this road that has been mentioned, we also have the road from Kakamega to Mumias. There are places like Makunga, Ijinja and Mwitoti where very many accidents have happened and to date, there are no footbridges. How many accidents have o occur before the Ministry erects a footbridge?

Mr. Speaker, Sir, when I received a copy of the answer from the Assistant Minister, I went out and called Mr. Ofunya who has confirmed to me that he has not received a single cent from this society. Looking at the answer, I have not seen the cheque number and the date when this payment was made. Would I be in order to request you to defer this Question until the Assistant Minister indicates the cheque number and the date when the payment was made?
