Mr. Deputy Speaker, Sir, in this yearâs Budget, the Ministry of Agriculture allocated Kshs5.1 million to the Sugar Tribunal. How does the Ministry expect the tribunal to solve disputes for the whole year with only Kshs5.1 million?

Mr. Speaker, Sir, availability of oxygen is a standard requirement in all hospitals. Therefore, that should have been a standard requirement at Kakamega Provincial Hospital. Yesterday, we lost an accident victim from Mumias Constituency. This person died because the hospital did not have oxygen to support him up to Eldoret Referral Hospital. What is the Ministry doing to make sure that oxygen is available in this hospital?

Mr. Speaker, Sir, I would like to thank the Minister for what he is doing for the sugar sector. In the process of privatizing the sugar factories, could the Minister encourage the companies to go into producing industrial sugar? In this yearâs Budget, the Minister for Finance decided to remove SDL on imported or industrial sugar. This is something we are going to contest. However, in view of the Minister privatizing the sugar companies, could he encourage them to go into production of industrial sugar?

Part âbâ of the Question is very specific on Mumias Constituency. I expected to hear from him whether Mumias has the potential of establishing industry that will produce power alcohol and cardboard because of the sugar cane that is readily available in the area. When will the Ministry do the studies to find out the potential of Mumias?

Mr. Speaker, Sir, I wish to ask the Assistant Minister to take the work of this House seriously because when I was asking this Question, I knew that under your Ministry there is a Sugar Cane Pricing Committee and I expect it to come up with a formula they use that causes millers to pay different prices to farmers. For example, Mumias Sugar Factory pays their farmers Kshs2, 500 while the neighbouring factory pays Kshs3, 250. That is a difference of Kshs750. What is your committee doing?
