Yes, Hon. Speaker. While I agree with my colleagues in terms of those issues raised by Hon. Oluoch, there is one matter which I think is important, but is outside this House in terms of who is supposed to help us. The reason why people are not getting money is because of the Exchequer release. Unless that is addressed, the issue of when to release money to constituencies will remain pending. During the 11th Parliament, when the Budget and Appropriations Committee was under suspension, I found myself in the Departmental Committee on Finance and National Planning. Let me make a few observations. Clause 5 of this Bill says that in a situation where the revenue generated falls short of expectations, then, the only money you can change is the figure for the national Government. That means that the figure for the county governments is fixed.
