  • 18 Aug 2016 in National Assembly: Imperial Bank pointed out that these banks were placed under receivership because of the minimum core capital. Each of these banks had core capital of more than Kshs5 billion. Some of the banks that went under in the past had Kshs80 billion while others had Kshs20 billion. They had more money than they required. The problem was governance. Both the directors and the top management conspire to embezzle funds left, right and centre, without caring about the shareholders’ and depositors.   • 18 Aug 2016 in National Assembly: The Bill also proposes to amend the Public Finance Management (PFM) Act. This is a substantial Act and it should not be amended through the Finance Bill. We need to get a way of doing it correctly. If there is need to amend the PFM Act, we should do it correctly, but not through the Finance Bill. view
  • 18 Aug 2016 in National Assembly: We are pushing Kenyans to pay taxes and they will do it. However, we must seal the loopholes of how that tax money is used. I am talking about corruption. If KRA collects money from Kenyans, and we eat all of it through corruption, it will not help Kenyans. It is important to seal the loopholes, so that the money that we collect can be put into correct use for the benefit of Kenyans. view
  • 18 Aug 2016 in National Assembly: Hon. Temporary Deputy Speaker, I support this amendment. But even as I support it, what Hon. Kajwang’ has said makes a lot of sense. It will not be possible to have a board without a secretariat. It is important we have that clause clearly stating that the secretary will be the secretary of the board. view

As leaders in this country, it is important that we avoid saying things which portray our colleagues in bad light. This was a very simple amendment and we even discussed it in the first debate.   • 17 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. You know our names are almost similar. I want to start by thanking Hon. Kamanda and his Committee for their good work. I presented a petition to the Departmental Committee on Education, Research and Technology in February and up to now, there is no response. I have three important issues in terms of what Hon. Kamanda has said. First, based on the assessment of the petition, is there merit in implementation? As a House, we need to move to the next level and tie recommendations with the budgeting process. view
  • 17 Aug 2016 in National Assembly: That way, when there are no resources in the Budget, we allocate resources to deal with the petitions in the next Budget. Secondly, it is important to have clear timelines even as we ask the Ministry to fast-track the process. The term “fast-track” might mean one or two years. We need to have very clear timelines in terms of when this should be done. Thirdly, the issue of equity, in terms of roads implementation in this country, is skewed. view
