you go beyond 10 per cent, you need to explain. When you look at the Supplementary Estimates, we have gone beyond 10 per cent in so many areas in terms of adjustment. If you are serious in Budget matters, then we need to have many times items going beyond 10 per cent. I would have expected a situation where the Supplementary Estimates removes money allocated to the Equalisation Fund from the Budget, so that at the end of the year, we only achieve a zero implementation rate. That does not help us. I keep talking about transferring programmes from one Ministry to another. We are now in April and you want a programme which had been planned to be implemented by the Office of the President (OP) transferred to the Ministry of Water and Irrigation. Thank you, Hon. Temporary Deputy Chairlady. I want to support this amendment. As the Chair of the Committee has said, the whole issue of vetting agencies involved in private investigations is very important for this country. If we get quacks in this business, then it can really interfere with national security. When we talk about these bodies being vetted before they are licensed, it makes a lot of sense. I support.

Thank you, Hon. Temporary Deputy Chairman. I support this amendment, even though it would have made a lot of sense if the Committee Chair told members what is in Article 81 of the Constitution. It is good that he aligned it to the Constitution.

This Bill will ensure that we have financial autonomy or independence for the Judiciary. Looking at the Bill and its objectives, in Clause 3, it has three objectives which are very important. One is to safeguard the financial and operational independence of the Judiciary.
