When we read this Bill, the only unfortunate thing is that the so called e- procurement has not been articulated properly. In terms of the details, these do not come out clearly how we are going to make sure that this is carried out properly. If it is not clearly articulated then we are likely to lose in this process. distribution of wealth. Kenyans will have improved standards of living. So, I want to support this Bill and say it is a good law. I urge hon Members, my colleagues, to support this law despite the fact that some amendments will be coming. Let us look at the most important amendments, prepare them and then we have this law in place. With those remarks, I say thank you very much for giving me the chance.

Hon. Speaker, we sat in the same Committee with hon. Muchai; that is, the Budget and Appropriations Committee. We actually spent two days in Mombasa discussing the Supplementary Budget and the coming budget for the next financial year. I remember his last remarks. Here was a man who was very focused on what he wanted the workers of this country to get out of our national budget. If we do not know the truth about those deaths, it is going to be very bad for the rest of us who are remaining. Our opponents and enemies can take advantage of this and continue killing more Members of Parliament because they know that, at the end of the day, the truth will never come out.
