The third point in this Motion - which is also quite important – is the creation of public awareness. Public awareness in that sector is very important and there are a number of points which we need to focus on when it comes to the area of creating public The electronic version of the Official Hansard Report is for information purposesonly. awareness. The first point is creating awareness on the use of protective gear. They must use reflectors, helmets and make sure that their passengers are also protected in case of an accident. This is the area where we need to create awareness because most of the accidents are becoming fatal as a result of not using protective gear. The other thing we need to educate the public on is the need to have an insurance cover. If they do not have an insurance cover, then it becomes very tricky when a life is lost. This is an area we need ...

The last point which I think is important in terms of creating awareness is the issue of HIV/AIDS. Most of those boda boda riders have become the “bulls” of the rural areas. Wherever you go, you will find young girls running after them and so are the newly married ladies. The old ones are also doing the same and what is happening is that if we do not educate them on HIV/AIDS, we are likely to have a very dangerous situation as we move into the future.

On a point of order, hon. Temporary Deputy Speaker. Is it in order for the hon. Member to say that hon. Members of the Minority Party “wana tabia mbaya?” Is that Parliamentary language to say that “wana tabia mbaya?

Thank you, hon. Speaker for giving me this chance to also contribute to this important debate. I am a bit disappointed with the Statement from the Leader of Majority Party. Despite the Leader of Majority Party saying that the Cabinet Secretaries will appear next Tuesday, he has not given any explanation why in the morning they disappeared from Parliament. When we came in - I remember we kept on responding to Mrs Ngilu’s response - there was this push to summarize and conclude debate to allow the other two Cabinet Secretaries to also come in. All of a sudden, we ...

room here and call whoever needs to be called and be told why the Cabinet Secretaries had to disappear. I also see hon. Sakaja who is the the National Alliance Chairman. I think that was not strategic. This House is giving the Jubilee Government the chance to showcase what they are doing, and then it is running away from this golden chance. If CORD was in power, we would have embraced this chance and explained to Kenyans what we were doing. This was evident from what Mrs. Ngilu was doing. She comes from my constituency; when I sat here I ...

What I am saying is this, it is very clear in the Constitution and we have said this very many times, that when we look at Article 95, our mandate, as a House, is very clearly stated and is a constitutional mandate. If we do not really accomplish our constitutional mandate, any Kenyan can go to court and request dissolution of this House; we must guard against that possibility. When you look at Article 124, this House has the authority to form committees. As a House we need to be firm on the position that this House is not going ...

given this session our best in terms of contributions and quite a number of Bills have gone through. At the same time, it is important that I also appreciate what the leadership has done. During the last Session, new Members like me went through very hard times. In this Session, a number of things has improved. We must appreciate the leadership for considering the welfare of Members. A number of good things have happened during this Session. When the Leader of the Majority and the Leader of the Minority spoke, they highlighted what went on well. My background is monitoring ...
