You must have realized that for the last two days, it has been reported that some counties have submitted their budgets to the Controller of Budget and the Controller of Budget has rejected them. The Constitution is very clear that the Controller of Budget has no mandate or role in approving budgets. She has a role of only approving withdrawals from the approved budgets. Temporary Deputy Chairman, I also rise to support the amendments, more so the ones to the Schedule, which talk about the CEO of the proposed Authority being hired competitively. That is actually the best practice.   • 16 Jul 2014 in National Assembly: Thank you, hon. Deputy Speaker. As we all know, this is a House of records. It was previously ruled in this House that only the Chair of a Committee or the Deputy can respond to Statement requests. I do not know whether we are changing the rules. In many occasions, the Speaker directed that when the Chair and the Deputy are not present to respond to statement requests, Statements should either be deferred or the Leader of the Majority Party should be requested to go and look for them. view
