I want to support what hon. Mbadi has said, that the issue of direct payment to a supplier is a dangerous move and we need to get it right. Imagine a situation where you get money moving from China to a supplier in Germany and the only thing which comes to Kenya is records to show that it has been paid. Members to make sure that we pass these amendments as soon as possible, so that the financial year does not close before we get this money and then we are not able to deliver services to Kenyans as was promised to them when the Budget was approved.

Thank you, hon. Deputy Speaker. I do not come from a sugar growing area but I need to get this clarification because the problem of excess and illegal importation of sugar in this country is not new. It is known by all Kenyans and I am surprised by the response that we have got. It did not even indicate what strategies the Government is putting in place to address the issue of cartels in that sector. So, could the Chairman tell us why the whole issue of cartels in the sector is not being addressed in the response?

Hon. Temporary Deputy Chairman, I support the one on water drilling services. I think the explanation given by the Chairman is that this is done by the Government. You will realize that there is a lot of drilling which is done by Non-Governmental Organizations (NGOs) and some of our development partners. I think this will affect such drilling in the dry areas like where I come from, namely Kitui and North Eastern, where the Majority Leader comes from.
