Thank you, Hon. Temporary Deputy Speaker. I have a lot of respect for Dr. Nyikal, but the matter I wanted to raise is procedural and it also touches on the Constitution. Once we replace the word “urges” with the word “resolve”, it becomes a commitment. Resources will be required. The Constitution is very clear that when a Bill or a Motion touches on additional resources, it becomes a money Bill or a money Motion. Procedurally, it needs to go through a process before it is debated. That is the clarification I wanted him to make. I wonder whether it would ...

Thank you, Hon. Temporary Deputy Speaker. I want to make it clear that my question was on procedure. Up to this point, I do not think anyone has opposed the amendments. The amendments add value to the Motion in terms of implementation. It is not just enough to urge and pass the Motion if it is to be implemented. Hon. Nyikal is trying to assist the Mover develop an action plan so that there is a follow-up. I respect your guidance in terms of whether this Motion will have an appropriation of money. For now, I support the amendment because ...

Thank you, Hon. Temporary Deputy Speaker. I want to join my colleagues in supporting this Report. I am happy that the Chair is back because important issues were being raised on the Floor and I did not see any Member of the Committee noting them down. This Report is timely. I am sure you are aware that Parliament approved the Sports, Arts and Social Development Fund. That Fund is well resourced because the money from gaming and gambling goes in there. As Members of the Budget and Appropriations Committee, together with Hon. Sakwa, we have been pushing for an accountability ...

this House, I ask myself: Is it that we do not have the right people to do the right costing of our programs and projects? I do not understand why a stadium is done in Kitui at two times the cost of a stadium with the same capacity in either Nairobi or Kakamega. That means that something is wrong. I have always imagined whether we can have a guided costing price for some of the projects, so that when prices differ, it will be because of the locality. For example, if you are doing a project on a plain ground, ...

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to also add my voice to the President’s Speech on the State of the Nation. This is a very abnormal year, and I must thank the President for the Speech. This year has been very unique because of the COVID-19 pandemic. The Speech had to be tailored so that it addresses issues which are affecting Kenyans. Hon. Temporary Deputy Speaker, one of the things I picked is on COVID-19. There are some good proposals in the Speech which, if implemented, will help Kenyans. There was the issue of reforms ...

future generations will come and want to find a very strong economy. When it comes to social issues, we will bear in mind that whatever we do today has implications to our future generations. To me, this was the crux of the matter. That, as leaders, always remember what we do today will have implications - positive or negative - to future generations. That is how we should make our decisions. With those remarks, I support.

Thank you, Hon. Speaker. I support my colleague, Hon. Osotsi, on this important Petition. It is very timely bearing in mind that our revenue streams are now wanting. The issues of illicit foreign accounts and money laundering are very sensitive to any country. This is one area that, if properly handled, can actually generate revenue to run development programmes. Even as the Committee looks at this matter, it must be prepared because this is like touching a live wire. I am sure we have the required legal framework to pursue this matter, but the Committee must have the courage and ...

conclusion. Otherwise, this is a matter which we must take very seriously as a nation if we are to get resources to develop this country. We are talking about illicit resources. We are not talking about genuinely-earned resources. We are talking about illicit resources which have found themselves in those accounts through funny deals. That is the money that should come to this country so that we can develop. I support the Petition.
