Hon. Mbadi has mentioned that in this Budget, we have a lot of new projects proposed. While we appreciate that there was need to realign the Budget with the Big Four Agenda, we must note that while that makes a lot of sense, the timing is inappropriate. That has not been done. Look at the time it is coming. We all want to support the Executive in terms of implementing the Big Four Agenda because it is important to this economy and the people of Kenya, but we cannot allow a situation where the National Treasury thinks that it can bring new projects anytime.

There is this animal in town called “IFMIS”. What is coming out is that IFMIS is being used as a tool for controlling the budgets that are passed by this House. One of the interesting things is that as you do gaming activities, you will be expected to pay an advertisement tax and the proposed amount is about 35 per cent. That means that any time you advertise, there will be collection of tax money that will be used in this country to support other sectors of the economy. Thank you, Hon. Temporary Deputy Chairlady. I also rise to support this amendment. Of interest to me is the fact that there will be very close consultations between the National Treasury and the Controller of Budget in terms of the approval process so that for any money to be withdrawn from the exchequer accounts, the National Treasury has to consult the Controller of Budget to get the approval. Thank you, Hon. Temporary Deputy Chairlady. I agree with my colleagues that we need to reject this amendment. After serving for six years in a position, I do not see why we should allow for renewal. Look at all the other commissions where people serve for six years. It is only a one-term appointment and then you exit for somebody else to come in.
