My colleagues have said a lot in terms of what can be said about this Bill. I just want to fill a few gaps. I want to state some facts that cannot change. Why is that clause important? This clause is very important because if you take the example of last year, the projection was that the country was to collect about Kshs1.6 trillion. At the end of the day, that figure was revised downwards to Kshs1.44 trillion. Meaning that whatever budget we had done which was aimed at the Kshs1.6 million, had to be revised downwards. The other observation is that the requirement is that you can have a minimum of three Board members and a maximum of nine. I have seen a trend in this country where people always go for the highest. We need to bear in mind that these things are very expensive. I would wish that we could just go for three. These are boards for policy and strategic direction. They are not operational boards. The best practice is that when you meet for the first meeting, you elect a vice-chair who remains for the term of the Board or part of the term of the Board, but not electing a vice-chair in every meeting. So, I support the amendment that the vice-chair is elected either in the first or in the second meeting but in a specific time other than it being done in every meeting.
