Thank you, Hon. Temporary Deputy Speaker. Let me also support this County Governments (Amendment) Bill. As many speakers have said, it is supposed to provide clarity in a situation where dissolution of a county government might be necessary. You realise with the current law there are gaps. These are the gaps which we are trying to address in this Bill. I agree with Members who are saying that the Senators have their job cut out for them and it is unfortunate that we see a lot of sideshows. Their work is clearly cut out for them, when you look at ...

budget, being a tool, is used by the county executive to either delay the work of the county assemblies or even make sure that it is not even implemented. Where no money is provided, there are always challenges. The other thing that needs to be addressed is the issue of the speakers. You realise most of the speakers of county assemblies, unlike at the national level where to some extent the Speaker can make independent decisions without fear of anything, are at the mercy of the MCAs. They do not have the power to make independent decisions because they are ...

The Leader of the Majority Party has said all that is important for this Motion. The only thing I can add is that, as a House, we need to be proud of this new development where we have our own calendar which we prepare, change when necessary and dictate our own terms of how we conduct our business as a House. I encourage Hon. Members to support the calendar bearing in mind that it is our calendar and we can adjust it when necessary.

Thank you, Hon. Deputy Speaker. I like your proposal of giving two Members an opportunity to say something because we cannot just say yes and no. I support the Motion. I want to pick something from what Hon. Mbadi has said. There is the issue of encouraging Members to research on the Bills. If a Member takes time to research on a Bill, it is almost impossible to use 10 minutes to make a serious contribution. I like that proposal where the Members who have researched on a particular Motion or Bill can share with either the Leader of the ...

Thank you, Hon. Speaker. Let me join my colleagues in supporting this Bill because it is very important to this country. We know the issue of accreditation is very important to any country. This is, more so, when you are engaged in international trade either in goods or services because it ensures you get the kind of quality which is internationally acceptable.

I think this is not the first time we are getting bodies in this country in-charge of ensuring that expected qualities are achieved. Hon. Members have mentioned KEBS, as such a body. There are also other bodies which are responsible for checking services. I think as Kenyans, we get frustrated because of not getting what is expected as consumers of goods and services. That is why that service is very important.
