• 6 Dec 2018 in National Assembly: county only gets about Kshs300billion out of a budget of Kshs3.07trillion. The rest of the money is in Nairobi. So, accountability must be mainstreamed. It is hurting when one department or one parastatal misuses or misdirects resources of about Kshs7 billion. Very few counties are getting about Kshs7 billion. Most of them are getting less than Kshs7 million. Even as we talk about accountability at the county level which I support fully, time has come where we need to think about what we want as Kenyans. • 5 Dec 2018 in National Assembly: This clause discusses the committee members. This amendment is therefore including a representative of the Ministry responsible for matters related to devolution as part of that committee which ensures smooth assumption of office. The justification of this is that the Ministry which will be linking the counties and the national Government should have a representative. It is important because it is the Ministry which should provide technical assistance to the counties. view
