  • 2 Apr 2015 in National Assembly: Yes, hon. Temporary Deputy Speaker. I want your guidance. I am a Member of the Justice and Legal Affairs Committee and I recorded my dissent on this Report. But, maybe, by design, the Chairman has not acknowledged that I dissented. I ask for your indulgence to know whether this Report gives the true picture of what we discussed in the Committee. view

Chairman was to capture my dissent when moving the Motion, because there were some issues. I also believe that this Report does not give the true picture of what we discussed in that Committee; it does not capture my dissent. view

Lakini ninawatolea tahadhari, wasinifunze kupitia kwa mtandao au kwa kutumia arafa fupi maanake mimi sijaimarika kidijitali. Kiswahili kimetiliwa mkazo sana na ni lazima tukitilie mkazo jinsi Katiba ilivyokitilia mkazo kuliko lugha nyingine zozote. Ukitazama vyuo vikuu vya Amerika, Mexico na Japan na hata nchi zinginezo duniani, wameanza kufunza Kiswahili katika vyuo vyao.   • 11 Mar 2015 in National Assembly: THAT, Clause 6 of the Bill be amended by deleting sub-clauses 3 (a), (b) and (c). If I may read for those who may not be having a copy of the Bill:- (3) A police officer may without a warrant, arrest and prefer charges against any person---” If you read (a), (b) and (c), the first words there are that a police officer may “reasonably suspect”. My worry there is that this is a relative and is prone to abuse by the police. We know the police have misused their powers. view
  • 27 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairlady. In supporting this amendment, we know most of our cells are the dirtiest places in this world. Due to the number of people who are packed in one cell, you find that they are full of bedbugs. It is a pity that most of these prisoners are forced to go and do cleaning elsewhere in other Government facilities, whereas their own facilities are so dirty. You will find that prisoners die from communicable diseases like dysentery and many other diseases. Those are issues to do with hygiene but the Cabinet Secretary will come up ... view
