On a point of order, Mr. Deputy Speaker, Sir. Is the Senate Minority Leader in order to mislead this House that when the current President was leading the Opposition, he spoke like he did or with stronger terms? We were in that Parliament and we know that he spoke with decorum, respect and not in an abusive manner. He spoke facts, unlike what is happening here.

On a point of order, Mr. Temporary Speaker, Sir. Is the hon. Senator in order to mislead this House? We know that people can exercise independence. I want to remind him that I have the same DNA as the President and when he stood for presidency in 2002, I did not support him. I came out openly and declared my principles. I said that I was in the Opposition all along and I was not going to change because my brother was the presidential candidate. I was once arrested because of the Mau Mau revolution which was led by my uncle. I was thrown out of school. I have been marginalised. We all know that unless people living in an area; citizens or communities are convinced that the resources around them belong to them, they will not take care of them. Mr. Temporary Speaker, Sir, thank you for giving me this opportunity to contribute to this Bill. Let me from the outset commend those who started the harambee spirit in this country. We have seen a lot of good that has come from the harambees especially in the past. These include building of schools, clinics, supporting those who were not able to do certain social activities and so on. Mr. Speaker, Sir, I rise to seek a Statement from the Chairperson of the Standing Committee on Health regarding the disappearance of twin babies, who were delivered by Ms. Jacinta Wanjiku at Pumwani Maternity Hospital on 6th January, 2015. Specifically the Statement should:- (1) Shed light on the circumstances surrounding the hospital’s allegation that the babies were still born upon delivery or the mother had a normal delivery and heard her children cry. Mr. Temporary Speaker, Sir, I understand the pain of the Senator who has just spoken, but I support the Motion. Going by the way we have been working, I doubt whether even another week will make a difference. We need to change the way we are working in this Senate with regard to Bills and Motions. Mr. Temporary Speaker, Sir, I want to urge leaders to tame our utterances when we go out there. We are crying about insecurity in the country whereas some of us are responsible for fueling insecurity in this country.
