  • 3 Jul 2013 in Senate: Thank you, Madam Temporary Speaker for giving me this chance to second the Motion. I would like to congratulate the Mover of this Motion; the experienced Senator, G. G. Kariuki, for this very timely Motion which I hope and trust that hon. Senators will support. In seconding this Motion, I want to underline from the beginning the importance of security. We are all aware of the insecurity pricking our country right now. I congratulate the Government because of the good infrastructural record which was, especially put in place by the previous Governments. We all know the efforts that former President ... view
  • 27 Jun 2013 in Senate: Thank you Madam Temporary Speaker. Let me say from the onset that I oppose this Motion. I do not want to thank the Mover because we should ventilate on these issues. As a country, we need to be very careful as to what we devolve. Education is a national function. Why do I say so? I say that because education must be standardised. You cannot set examinations for the whole country unless education is standardised and the facilities are the same. I happen to have served in the Ministry of Education, Science and Technology as an Assistant Minister in charge ... view
  • 27 Jun 2013 in Senate: Thank you Senator. Madam Temporary Speaker, I believe it will be very difficult to divide those functions; functions of infrastructure, the need for schools to give quality education and the functions of hiring. All those go together. It is the planning that matters. Unless the planning is done centrally, I do not see how you will deliver the functions. Personally, I hesitate to support the Motion. In the Tenth Parliament I had an opportunity to be invited to the Harvard School of Business of Government among other people who had been invited from all over the world for a course ... view
  • 26 Jun 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion, which I support, especially as it is very related to the health of Kenyans. Eighty per cent of a lot of diseases, including diseases which are killing babies is because of water. Therefore, I would like to add here that, as we look into the pollution of the rivers – which is the source of most of the water that our people drink, especially in the rural areas – it is absolutely important that we make sure that it is pure The electronic version ... view
  • 26 Jun 2013 in Senate: On a point of order, Madam Temporary Speaker. Is the Senator in order to use words like “ wahuni” or “ wadanganyifu” ? Could he substantiate and apologise? view
  • 26 Jun 2013 in Senate: Thank you, Madam Temporary Speaker, for giving me the opportunity to contribute to this Motion and to support the welfare of teachers. I started as a trained teacher and I taught for two years; so, I know all about teachers. My father was a teacher and, so, I have grown up in the household of a teacher. I do not think any one of us needs to be told about the value of teachers; we all know. The importance of paying teachers properly cannot be overemphasized. But having said that, Madam Temporary Speaker, let me start by saying that this ... view
