  • 31 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, is the hon. Senator for Laikipia in order to suggest that we do not even know what we are doing and all we are doing here is just to rubber stamp when, in fact, we explained when moving this Bill--- As I said, the actual amount of Kshs210 billion is based on the costing of the functions which are to be devolved. Is he in order; after all those discussions, he can simply concluded that he does not know what is going on his county? The electronic version of the Senate Hansard Report is for information ... view
  • 31 Jul 2013 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Is the hon. Member in order to mislead the House and the nation? These figures are clear in the Order Paper. They are parameters on which allocations are based. The parameters include the The electronic version of the Senate Hansard Report is for information purposesonly. Those parameters and the percentages were approved by Parliament in 2012. So, they are not figures that came out of nowhere. Is he in order? He is really misleading the nation on this matter. We should not allow that kind of a debate. view
  • 25 Jul 2013 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. In addition to the points that have been raised by The Senate Minority Leader, I want to also say that this Petition flies in the face of our constitutional mandate as the Senate, which is to protect the counties and their governments. Mr. Deputy Speaker, Sir, if you look at this Petition, it says:- “Whereas they support devolution of certain functions in the health sector which may be ready---” It goes on to say:- “such as utilization for infrastructure development---” They say there is no problem in terms of what it says ... view
  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, it is true that the hon. Senator sought guidance on that matter. I want to respond to the hon. Senator as follows. • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, a statement was given here about a month ago, by my colleague, the Chair of the Committee on Devolved Government. Based on that statement, the hon. Senator was referred to a report by the CRA which sets out clearly the criterion used for determining the marginalised counties. The hon. Senator then sought the guidance of the Speaker on the case of his county, No.15, and what could be done. That is what I have responded to. We have agreed - even in discussions with the CRA - that even if this issue will be reviewed after ... view
  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, he sought a very detailed Statement on the expenditure on roads and infrastructure for 20 years. This is very extensive work and they are working on it. I seek the indulgence of the Senator until Tuesday next week, when we should be able to give him some answer. view
  • 24 Jul 2013 in Senate: Thank you Mr. Deputy Speaker, Sir. I support this Motion which, I agree with my fellow Senators, is very important. Pastoralism is a way of life. The focus of this Motion is on pastoralism and not just livestock. Pastoralism as a way of life is largely misunderstood in this country and in other parts of the world. We are not simply talking about people who keep livestock in their farms. We are talking about people who keep animals in public grazing lands like in North Eastern Province and other areas. These are people whose animals are mobile and live nomadic ... view
  • 24 Jul 2013 in Senate: No, Mr. Deputy Speaker, Sir. I have very little time. I prefer that my brother waits. There are three important areas in livestock that I want to support. These are tanneries, abattoirs and milk. There is no doubt in anyone’s mind about the demand for camel milk today. The world is changing. There is only one single factory that packages that milk. Today, if we packaged this milk, this country would make more money than we can imagine. I want to support, strongly, that county governments in arid and semi arid areas invest in this area. I am glad to ... view
